The European University Institute (EUI) is one of Europe’s leading research institutions in social sciences and the humanities. Established in 1972 by the six original members of the European Communities, the EUI is a uniquely transnational and interdisciplinary hub of academic research and higher learning, particularly well-placed to conduct research into issues facing the European Union.
The EUI will lead assessment and validation activities in respect of emerging ELOQUENCE outputs, representing experience in multidisciplinary expert assessment processes and bringing in particular expertise concerning fundamental rights and European values.
With the advent of the unprecedented recent achievements in Artificial Intelligence, Europe finds itself in a delicate balancing situation. We must aim not to stifle innovation with over-regulation whilst also ensuring that these technologies, which are set to transform society in a multitude of ways, will be compatible with European values and not lead to human rights violations. To make matters more complicated, this needs to be done phenomenally fast to match the speed of development in AI. For the EUI team, the ELOQUENCE project represents an opportunity to contribute to this operationalization of European values, including human rights, and to facilitate a human-rights-by-design approach to AI. The project will also be a continuation of work on developing human rights assessment methodologies more broadly which members of the team have worked on in relation to other important social phenomena including surveillance, the battle against terrorism, and measures enacted against COVID-19. The close interdisciplinary cooperation envisioned in the ELOQUENCE project will allow the EUI team as legal scholars to gain the necessary insights into the nuts and bolts of AI development and training to be able to translate human rights and European values into actionable requirements for legal and ethical AI.
